An optical time domain reflectometer, which sends a pulse down the fibre and builds a picture of the whole run from what comes back: every splice, connector and bend, with a distance to each. It is the instrument that tells you where the fault is, not just that there is one, which on a buried or ducted route is the difference between one dig and several.
