The 1AC II checks itself continuously, which addresses the one genuine danger of a pen tester: a flat battery and a live conductor look identical to the user. Both say nothing. Self-testing means a silent instrument is a silent circuit rather than an unknown. Cheap enough for everyone on a crew to carry one, and there is no reason they should not.
