Fluke 1623-2 GEO Earth Ground Tester

Measures earth electrode and soil resistance by stake, clamp or stakeless, whichever the site allows.

The value of the 1623-2 is that it supports several test methods, because sites rarely allow the textbook one. Driving stakes assumes ground you are permitted to dig; a clamp-only or stakeless measurement gets a result where a car park or a concrete slab makes that impossible. It also measures soil resistivity, which is what earthing systems are designed from in the first place.
